dc.description.abstract	Дисертацію присвячено теоретичному обґрунтуванню та розробленню науково-практичних рекомендацій щодо механізмів державного регулювання сферою житлово-комунальних послуг в Україні. У ході дослідження здійснено аналіз та узагальнення теоретичних підходів щодо механізмів державного регулювання у сфері надання житлово-комунальних послуг. З’ясовано соціально-економічні передумови становлення та розвитку механізмів державного регулювання діяльності з надання житлово-комунальних послуг населенню. Запропоновані стратегічні напрями удосконалення механізмів державного регулювання сферою житлово-комунальних послуг. Крім того проведено оцінку ефективності програм житлових субсидій. Визначено напрями впровадження системи менеджменту якості у житлово-комунальній сфері. Удосконалено механізм державно-громадського контролю в системі державного регулювання якості надання житлово-комунальних послуг населенню.	en_US

dc.description.abstractalt1	The thesis is devoted to the theoretical substantiation and development of scientific and practical recommendations concerning the mechanisms of state regulation of housing and communal services in Ukraine. In the course of the study theoretical approaches to the mechanisms of state regulation in the field of providing housing and communal services are analyzed and generalized. The approaches are as follows: systematization of organizational, legal and economic mechanisms of management of this sphere and formation of conditions for competitive market relations development as well as institutional and investment assistance to the innovative restructuring of the industry; strengthening of economic and compliance with the rules of administrative responsibility for the management decisions, regulation of housing and communal services, taking into account public expertise and information transparency; improvement of the system of specification and enforcement of the competence of the subjects of housing and communal sphere and creation of the necessary conditions for cooperation and integration in the field of housing and communal services. The socio-economic background of the development of state regulation mechanisms of housing and communal services provision to the population has been elucidated, namely: globalization of world development, the deepening of the international division of labor, formation of a planetary scientific-technological and innovation space; informatization of society, that determines the versatile realization of human potential, formation of society members, the personalities of the other structure of thinking and way of life; changing the lifestyle and related requirements for the development of the social sphere; lack of balance and systemic link between the main directions of socio-economic reform in Ukraine, the ongoing inconsistency of the functioning of the national economy sectors and authorities of different levels; increasing the competitiveness of the economy on the basis of activities diversification. The strategic directions of the sector of housing and communal services development, which take into account the complex interaction of mechanisms of public administration and regulation in this sphere, have been proposed. They include: substantiation and formation of tariffs, establishing the norms of consumption of housing and communal services and costs; regulation of the housing and communal services sphere of the region and interaction with customers, the instruments of which are the organizational, economic and property ones, public and private partnership, quality management system, pricing system, that allows to take into account the current level of technology development, a multi-level system of tariffs regulation and formation, the socio-economic level of the development of the territory, improving the efficiency of regulatory decisions in the sector of housing and communal services. The effectiveness of programs of housing subsidies based on the principle of target services has been evaluated. It will promote both social protection of groups of the population most in need of social support and increase of efficiency of using the budget funds aimed at the social support of citizens. The directions of implementation of the quality management system in the housing and communal sector by establishing local standards in the management of the quality of housing and communal services and their certification have been determined. The content and consistency of works within the framework of an innovative project on the development and implementation of a quality management system at housing and communal services enterprises have been proposed. Grounding on the quality monitoring system provided to the population it will allow managing their quality in matters of safety, reliability and compliance with technical and sanitary requirements. The implementation of the functions of state and public control in the system of state regulation of housing and communal services development and the quality of their provision through the creation of public institutions have been improved. The institutions carry out the functions of cooperation and interaction with regional and local authorities, the prosecutor's office and departments of the civil service for supervision in the field of protection consumers’ rights, housing owners’ communities, and other organizations.	en_US
