dc.description.abstract	У дисертаційному дослідженні вирішено актуальне наукове завдання формування державних механізмів забезпечення безпеки дитини. Визначено основні відмінності дитини від дорослої людини в державноуправлінському аспекті. Прослідковано еволюцію трактування низки понять, зокрема «дитина», «інтереси дитини», «права дитини» «безпека дитини», надано авторське їх тлумачення. Досліджено особливості феномену безпеки дитини та її забезпечення. Проаналізовано стан нормативно-правового регулювання у сфері забезпечення безпеки дитини, зокрема Конституцію України, Закони України «Про національну безпеку», «Про охорону дитинства», Сімейний кодекс та ін. Визначено організаційно-правовий механізм державного управління безпекою дитини, вказано на розпорошеність функцій, слабку координацію дій органів влади, низьку відповідальність за отримані результати. Окреслено напрями удосконалення механізмів державного управління безпекою дитини. Обґрунтовано необхідність удосконалення правових норм, що врегульовують проблему підвищення відповідальності батьків щодо їх неповнолітніх дітей. Запропоновано напрями розширення функції Уповноваженого з прав дитини, удосконалення його організаційного апарату. Визначено необхідність розроблення Стратегії забезпечення безпеки дитини, запропоновано її базові положення. Обґрунтовано структуру Паспорта загроз безпеці дитини, визначено процедуру його розроблення та прийняття. Визначено мінімальні стандарти безпеки та благополуччя дитини. Окреслено п’ять рівнів реалізації стандартів, на яких відповідальні особи мають діяти в межах своїх функцій, компетенцій і повноважень.	en_US

dc.description.abstractalt1	The actual scientific task of forming of state mechanisms of ensuring child safety was solved in the dissertation research. The child's safety is interpreted as the protection of the vital interests of the child, which ensures its comprehensive progressive development. The basic differences of the child from an adult in the state management aspect are determined. The evolution of the interpretation of a number of concepts, including "the child", "the interests of the child", "the rights of the child", "child safety", is followed, their author's interpretation is given. The peculiarities of the child safety phenomenon and its maintenance are investigated. The work defines the notion of the threats to the child's safety as certain events, processes or phenomena that impede the realization of the interests of the child and lead to the potential possibility of harm to life, health and other values of the child. The dissertation analyzes the state of normative-legal regulation in the field of child safety. The international documents related to the child, her upbringing and life support have been explored. The national law was analyzed in particular the Constitution of Ukraine, the Laws of Ukraine "On National Security", "On the Protection of Chidhood", the Family Code, etc. It has been established that most of the investigated documents have somewhat outdated provisions that require changes and additions. The organizational and legal mechanism of the state management of child safety has been determined, it is indicated on the dispersion of functions, poor coordination of government actions, low responsibility for the results obtained. Directions of improvement of mechanisms of state management of child safety are outlined. The necessity of improving the legal norms regulating the problem of raising the responsibility of parents towards their minor children is substantiated. The directions of expansion of the Commissioner for Children's Rights, improvement of his organizational apparatus are proposed. It was proved that the key areas of child safety and protection of the child include: physical, material, financial, environmental, humanitarian, psychological, informational. The necessity of development of the Strategy for ensuring child safety was determined, its basic provisions were proposed. The structure of the Passport of child safety threats is substantiated, the procedure for its development and adoption is determined. The main components of the Passport threats should be sections, which will clearly identify the actors responding to the threats to the child's safety, possible ways and methods of response and resource provision to overcome these threats. The minimum standards of safety and well-being of the child are defined. The minimum standards of child safety must have a numerical definition, calculated in the context of the main areas of child safety. Control over the provision of minimum child safety standards should rely on public authorities along with civil society institutions. There are five levels of implementation of standards in which responsible persons should act within the limits of their functions, competencies and powers	en_US
