dc.description.abstractДисертацію присвячено розробці теоретичних положень та практичних рекомендацій щодо формування теоретико-методологічних засад напрямів державної політики циркулярної економіки в Україні. У роботі обґрунтувано передумови формування концепції циркулярної економіки та визначено її теоретико- методологічну основу в системі державного управління. Визначено напрями реформування державної політики у забезпеченні реалізації положень циркулярної економіки, та обґрунтовано значення і місце держави як інституту забезпечення ефективного переходу до положень циркулярної економіки. Запропоновано теоретико-методологічну конструкцію державного управління ризиками трансформації економічної системи до циркулярної моделі та побудовано комплексний механізм формування та реалізації державної політики циркулярної економіки, впровадження якого є ефективним інструментом державного управління в забезпеченні екологічної безпеки, економічного добробуту та соціального розвитку. Удосконалено систему державно-приватного партнерства та обґрунтовано підхід кластерної структуризації як шляхів реалізації державної політики циркулярної економіки.en_US

Определены направления реформирования государственной политики в обеспечении реализации положений циркулярной экономики, и обосновано значение и место государства как института обеспечения эффективного перехода с положениями циркулярной экономики. Предложено теоретико-методологическую конструкцию государственного управления рисками трансформации экономической системы к циркулярной модели, построен комплексный механизм формирования и реализации государственной политики циркулярной экономики, внедрение которого является эффективным инструментом государственного управления в обеспечении экологической безопасности, экономического благосостояния и социального развития. dc.description.abstractalt2The thesis is devoted to development of theoretical positions and practical recommendations on the formation of theoretical and methodological foundations and practical substantiation of implementation ways of circular economy in Ukraine, making recommendations on how to improve state regulation of the industry. On the basis of identification of modern problems of the economic-ecological sphere (the problem of linear type of production, the problem of resources and the problem of environmental pollution), there have been substantiated the prerequisites for the formation of the provisions of the concept of the circular economy in ensuring the transformation of public administration, which determine the need for the transformation of social relations. There have been formed the provisions of the circular economy in the system of public administration, in particular: there has been determined their manifestation at various levels of social relations; there have been identified the obstacles of implementation of the provisions of the circular economy in the system of public administration (economic, legal, technological, social); there has been established the relationship of economic agents in the circular model that determines the directions of the regulatory function of public administration; there has been determined an economic-ecological effect of the state policy of the circular economy; there has been developed a theoretical basis of the circular economy as the object of state policy, which determines its multilevel manifestation (global, macroeconomic, sectoral, microeconomic), penetrating into the subjective and objective components of state governance. Based on the use of bibliometric and bibliographic methods for processing scientific information on the publication activity of the search platform "Web of Science" for the period 1970-2016, some vectors of current research on circular economy problems in the world have been discovered. There have been outlined the directions of reforming the state policy in ensuring the achievement of the goals of sustainable development 2016-2030 through the implementation of the provisions of the circular economy, which determines changes in the economic, social systems and the environment and is realized through the transformation of legislation and the reform of public administration. There has been substantiated the importance and place of the state as an institute for ensuring an effective transition to the provisions of the circular economy. It has been determined that the state in this context manifests itself as the Institute for the regulation of the circular economy and the Institute for the provision of the circular economy, and also outlines the purpose of their institutional functioning. The interpretation of such concepts as "state management of the circular economy", "state regulation of the circular economy" from the standpoint of their main goal - the achievement of social consensus has been clarified. There has been proposed a theoretical and methodological design of the state risk management of the transformation of the economic system into a circular model based on their identification in the context of economic, ecological and social environments, which includes: objects and subjects of management; is based on the principles (centralization and decentralization, efficiency, planning, transparency, comprehensiveness, documentation, timeliness, legality) and implemented through a set of identified methods (monitoring and identification, modeling, evaluation, analysis and "brainstorming") in order to prevent and / or minimize their effects. Based on the identification and harmonization of the interests of stakeholders, there has been constructed a comprehensive mechanism for the formation and implementation of the state policy of the circular economy, which consists of interrelated legal, organizational, economic and information mechanisms with the definition of their purpose, the main subjects and tools. The implementation of this mechanism is an effective tool for public administration in ensuring environmental safety, economic welfare and social development. The system of public-private partnership has been improved in ensuring the implementation of the state policy of the circular economy through the development of a comprehensive model of interaction between public and private partners, which determines the ways and forms of project implementation, the composition of objects and the mechanism of public management of projects of the circular economy on the basis of public-private partnership. Based on the SWOT analysis of Zhytomyr region, there has been outlined the methodological provision of the state management system for cluster structuring process, which will ensure the implementation of the principles of the circular economy at the regional level.en_US
