Efficiency in the funds allocation process between the links of the budget system should be considered as a "principle of efficiency". This principle implies that while funds allocation process, participants in this process must act in accordance with the specific goals set, involve a minimum amount of budget funds and maximize the result, using the amount determined in the budget in accordance with the goals and objectives. Consequently, the funds allocation should be based on efficiency and effectiveness plans.
