| dc.description.abstract | Досліджено поняття стратегій економічного розвитку та обґрунтовано їх роль у забезпеченні економічної безпеки держави. Розкрито сутність продовольчої безпеки як об’єкта стратегічного макроекономічного планування. Удосконалено теоретичні підходи до формування й реалізації стратегії продовольчої безпеки. Обґрунтовано методологічні засади розробки стратегії продовольчої безпеки держави з використанням збалансованої системи показників. Розроблено теоретико-методологічні засади стратегічного аналізу продовольчої безпеки держави. Проведено дослідження наукового забезпечення формування й реалізації державних стратегій продовольчої безпеки на основі міжнародного досвіду. Проаналізовано основні тенденції забезпечення продовольчої безпеки держави та оцінено вплив глобалізаційних чинників. Узагальнено правове та інституційне забезпечення стратегій продовольчої безпеки України. Розроблено організаційно-економічний механізм формування й реалізації стратегії продовольчої безпеки держави. Розроблено методику оцінювання стратегічного рівня продовольчої безпеки. Визначено організаційні засади створення інформаційної системи моніторингу національної продовольчої безпеки. Обґрунтовано концептуальні засади гарантування продовольчої безпеки в системі реалізації Цілей сталого розвитку України на період до 2030 року. Визначено стратегічні напрями забезпечення продовольчої безпеки України в умовах економічної інтеграції. Раскрыта суть продовольственной безопасности как объекта стратегического макроэкономического планирования. Усовершенствованы теоретические подходы к формированию и реализации стратегии продовольственной безопасности. Обоснованы методологические подходы к разработке стратегии продовольственной безопасности государства с использованием сбалансированной системы показателей. Разработаны теоретико-методологические основы стратегического анализа продовольственной безопасности государства. Проведено исследование научного обеспечения формирования и реализации государственных стратегий продовольственной безопасности на основе международного опыта. Проанализированы основные тенденции обеспечения продовольственной безопасности государства и выявлено влияние глобализационных факторов. Исследовано правовое и институциональное обеспечение стратегий продовольственной безопасности Украины. Разработан организационно-экономический механизм формирования и реализации стратегии продовольственной безопасности государства. Разработана методика оценки стратегического уровня продовольственной безопасности. Определены организационные подходы к созданию информационной системы мониторинга национальной продовольственной безопасности. | dc.description.abstractalt2 | The concept of economic development strategies is investigated and their role in ensuring the economic security of the state is substantiated. The concept of food security as an object of strategic macroeconomic planning is disclosed. Theoretical approaches to the formation and implementation of the state food security strategy have been improved. The structure of the food security strategy has been developed in accordance with the production, the formation of the internal market, the resource potential and the safety and quality of food, which will allow to establish common approaches and methodological bases for the development of the strategy as a state document. The classification of food security threats has been developed, which includes management threats at the level of public administration and at the level of agricultural producers; market threats at the level of foreign economic activity of the country and at the level of the internal market; social threats in the field of ensuring a high standard of living for population and in the field of product quality assurance; natural threats are unrelated and unrelated to the impact of human activity. The methodological bases of development of the state food security strategy with the use of balanced scorecard are substantiated, which allows to define strategic goals and targets in accordance with the financial support of agricultural policy; social security of the population; regulation and infrastructure of the internal market; government and food security resources. Theoretical and methodological foundations of the strategic analysis of the state food security on the basis of a comprehensive analysis of the external and internal environment using a system of indicators for the evaluation of agricultural production, the agrarian market, resources of the agrarian sector, food consumption. The research of scientific support for the formation and implementation of state food security strategies based on international experience has been conducted and the directions for improving the food security strategy based on the system of subsidies and compensation have been substantiated. The basic tendencies of providing food security of the state are analyzed and influence of globalization factors is revealed. The role of the agri-food sector of the economy and the formation of solvent demand in food security are investigated. Analysis of Ukraine's food security trends has shown that the main problems are imbalanced food consumption. The main reason for the deterioration of food security is the low purchasing power of the population. The high differentiation of the standard of living of the population by social groups and the economic inaccessibility of food due to the low and unstable incomes of the population, the growth of consumer prices for foodstuffs at a faster rate than the incomes, does not allow to ensure food security at a sufficient level for a qualitative and complete nutrition of the population. Unlike consumers in economically developed countries, Ukrainians are forced to spend most of their income on food. The legal and institutional support of Ukraine's food security strategies is generalized. The strategic priorities for improving the institutional security of Ukraine's food security and public policy measures have been identified. An organizational and economic mechanism for the formation and implementation of the state food security strategy has been developed, which takes into account the interaction of actors involved in the process of developing a food security strategy at the state level, information and analytical support for strategic planning, strategic analysis of trends and status of food security, methodological and methodological approaches to the diagnosis and monitoring of internal and external threats, methodical basis for strategy development state document, as well as a set of instruments and mechanisms of state agrarian policy. The organizational and economic mechanism will allow to identify the critical crises in the food security system, to apply appropriate levers and mechanisms and thereby strengthen the state food security. The method of estimation of the strategic level of food security on the basis of the developed system of indicators is developed on the basis of: the evaluation of production trends and its compliance with internal needs; the dependence of the country's food supply and the agricultural sector's resource supply on imported supplies; estimates of stock dynamics; assessing the quality and availability of food, nutritional balance, and integrated indices, which will help localize identified problems and concentrate public resources, increase the effectiveness of the implementation of the food security strategy. The organizational principles of creation of information system for monitoring of national food security, which will allow to systematize and optimize state information resources, to receive timely information for analysis and assessment of the state of food security from different sources, to objectively assess the state of food security in the reporting period, to formulate analytical reports, strategic plans and forecasts, respond promptly to possible food security threats and take corrective action to counteract the impact on food security. The conceptual bases of guaranteeing food security in the system of realization of the Sustainable Development Goals of Ukraine for the period up to 2030 are substantiated. economic accessibility for the food population. The strategic directions of ensuring food security of Ukraine under economic integration are defined, including the system of measures for improvement and development of the system of control over the quality and safety of agricultural products and food, directions of increasing food independence and self-sufficiency, strengthening of Ukraine's role in ensuring international food security, increasing quotas food imports into the EU, expansion of foreign markets for Ukrainian exporters, stimulation of exports, stimulating participation in the export of small and medium-sized enterprises.
