dc.description.abstractУ статті обґрунтовано роль стратегічного планування у системі забезпечення сталого розвитку територіальних громад. Аргументовано уявлення про територіальну громаду, як об'єкт стратегування, що дало змогу інтерпретувати стратегічне планування як інструмент узгодження функцій оцінки, планування, розробки, регулювання та контролю за реалізацією заходів націлених на балансування соціальних, екологічних та економічних процесів розвитку територіальної громади. Застосування інструментарію стратегічного планування сталого розвитку територіальних громад також дає змогу координувати та узгоджувати державні та місцеві пріоритети із суспільними інтересами, визначати ресурсні можливості й потенціали, та обґрунтовувати їх оптимальний варіант використання з можливих альтернативних.uk_UA

dc.description.abstractalt1The article substantiates the role of strategic planning in the system of ensuring sustainable development of territorial communities. The availability of such tools will allow territorial communities to form the most reasonable and probable development scenarios, which will become a driver of economic growth. The idea of the territorial community as an object of strategizing was argued, which made it possible to interpret strategic planning as a tool for coordinating the functions of assessment, planning, development, regulation and control over the implementation of measures aimed at balancing the social, ecological and economic processes of the development of the territorial community. The application of the toolkit of strategic planning for the sustainable development of territorial communities also makes it possible to coordinate and harmonize state and local priorities with public interests, to determine resource opportunities and potentials, and to justify their optimal use option from possible alternatives. The main functions and tasks of strategic planning for the sustainable development of territorial communities are substantiated, namely: the formation of a monitoring system and support for management decisions; coordination of state and local strategic planning; spatial differentiation of territories; adaptation to environmental conditions; effective use and distribution of financial, labor, natural and other resources; creation of conditions that ensure the involvement of citizens and business entities in the process of strategic planning, as well as coordination of actions of strategic planning participants and measures provided for by strategic documents. The analysis of the tasks and functions of strategic planning for the development of united territorial communities shows that all the results of such planning, except, in fact, the strategy, are the logical implementation of the following actions: preparation, formation of goals, modeling and forecasting, formation of scenarios, selection of the best development option and formation of the road strategy maps. Under the condition of the appropriate functioning of the strategic planning system, a state of stability of relationships between objects, subjects and management processes is achieved, which allows forming feedback loops for timely correction and adaptation to intermediate resulting indicators. The consistency of the functionality of the elements of the strategic model leads to an increase in manageability, that is, to the effective implementation of the adopted management decisions, which contributes to the achievement of the goals of sustainable development of territories. The direct improvement of tools and methods of strategic planning in the context of ensuring the sustainable development of territorial communities should take place through the implementation of a system of measures that include the organization of information collection and processing, the formation of databases, and the construction of models for the purpose of further substantiated recommendations.uk_UA
