dc.description.abstractУ статті досліджується проблематика водокористування в орієнтирах повоєнної відбудови країни. Існує об’єктивна потреба у розробці механізму водокористування на принципах сталого розвитку та протидії змінам клімату, формулюванні принципів еколого-економічного управління сталим водокористуванням, визначенні та оцінці еколого-економічних інструментів функціонування механізму сталого водокористування. Охарактеризовано екологічні наслідки війни для довкілля та його компонент – водних об’єктів, ґрунтів, атмосферного повітря. Екологічна ситуація в Україні, зокрема у частині водозабезпечення та водокористування яка загострилась під час війни, обумовлює розробку програм та заходів повоєнної відбудови які зосереджуються на сталій відбудові, збереженні води, дотриманні норм санітарії та гігієни, продовольчій та енергетичній безпеці, пом’якшенні наслідків зміни клімату. Визначено концептуальні підходи та механізми забезпечення сталого водокористування у системі повоєнного відновлення.uk_UA

dc.description.abstractalt1One of the components of the national security system is water security, and water policy is an integral component of economic policy and the basis of sustainable development in combating climate change. The large-scale Russian invasion caused significant damage to water supply systems, water supply and sewerage facilities, led to the pollution of water bodies with oil, chemicals, metal impurities, remnants of military equipment, and fragments of shells. The Association Agreement with the EU formulated an algorithm for the implementation of sustainable management of Ukraine's water resources, however, since the beginning of the large-scale invasion, the problems inherent in the water use sector have become more complicated, the risks of non-fulfillment of the action plan for the implementation of the provisions of the Ukraine-EU Agreement have increased, the issue of water security, which is a component of the national security and the priority area of water resources management. The environmental situation in Ukraine, in particular in terms of water supply and water use, which has worsened during the war, determines the development of post-war reconstruction programs and measures that focus on sustainable reconstruction, water conservation, compliance with sanitation and hygiene standards, food and energy security, and climate change mitigation. Environmental restoration in the system of general restoration of the country is a technically complex and expensive process, therefore, the development and implementation of reconstruction programs require a significant amount of investment, the introduction of innovations, which determines the choice of mechanisms for the implementation and institutional support of these processes. It is possible to eliminate the negative consequences of the war in terms of water supply and water use and the aggravation of water shortages with a comprehensive solution to problems, rapid restoration of infrastructure and aquatic ecosystems. Accordingly, it is necessary to work out and formulate conceptual approaches and mechanisms for ensuring sustainable water use in the post-war recovery system.uk_UA
