dc.description.abstract	Розглянуто сформовані в органах державної статистики передумови модернізації виробничої архітектури на засадах впроваджуваного у країнах ЄС узагальненого архітектурного середовища CSPA. Проаналізовано наявний інструментарій уніфікованих описів видів діяльності та статистичних бізнес-процесів, а також інструментарій з удосконалення виробничої діяльності за результатами внутрішнього аудиту. Визначено ступінь адаптованості інструментарію до принципів прийняття рішень та проектування виробничої архітектури за CSPA та окреслено напрями подальших дій щодо його удосконалення для забезпечення відповідності європейським стандартам.	en_US

dc.description.abstractalt1	The framework for modernization of production architecture on the basis of the integrated architectural environment of CSPA, being introduced in EU countries, is analyzed. The need for revision of the components of statistics production process, such as available business processes, methodologies, information resources, including the ones for general purposes (such as classifications), technological decisions, technical facilities and software employed at all the levels of official statistics is substantiated. This revision should aim at outlining ways for extending adaptation of the introduced GSBPM model and GSIM model that is being created to the needs to statistical production process at all the levels. The available tools for planning, preparation and implementation of production process and monitoring of its effectiveness are analyzed, including the following components: (i) integrated system for statistical data processing, which lays the basis for the integrated system of statistical information controlled by metadata, being introduced in Ukraine as part of the Strategy for Official Statistics Development till 2017, and for descriptions of metadata collected by use of the unified format for description of official statistical observations, which are supposed to be part of the metainformation component of this integrated system; (ii) technological program (plan) for official statistical observations, developed by the process scheme on GSBPM basis, with specification of the process components “process – sub-process – procedure – operation” by hierarchical level. Accordingly, the descriptions the technological program (plan) for official statistical observations have a higher degree of specification than the descriptions in GSBPM: sub-processes may consist of procedures as certain integral production functions or a certain succession of production actions/operations that have input data and final result. To make up draft technological program (plan) for official statistical observations, a draft version of Classifier of Statistical Production Processes and Process Components has been developed, with inclusion of Reference Book on Results of Process Components at Procedure and Operation Level for the technological program (plan) for official statistical observations; 3) tools to improve official statistical observations: a set of questionnaires for self-assessment and tools for internal audit and identification of needs in improvements (modernization or replacement) of process components in statistical production. The analysis allows for defining: - the adaptability of tools to the principles underlying decision making and designing for production architecture by CSPA; - future actions aimed to improve these tools, in order to harmonize them with European standards; - approaches to CSPA development as a descriptive model for the existing system of statistical production, with outlining and fixation of the components that will be subject either to transformation or to ultimate replacement in future; - priority tasks in CSPA development, which can be solved by use of the existing tools.	en_US
dc.description.abstractalt2	Рассмотрены сформированные в органах государственной статистики предпосылки для модернизации производственной архитектуры на основе внедряемой в странах ЕС обобщенной архитектурной среды CSPA. Проанализирован имеющийся инструментарий унифицированных описаний видов деятельности и статистических бизнес-процессов, а также инструментарий усовершенствования производственной деятельности по результатам внутреннего аудита. Определена степень адаптированности инструментария к принципам принятия решений и проектирования производственной архитектуры CSPA и очерчены направления дальнейших действий по его усовершенствованию для соответствия европейским стандартам.	en_US
