dc.description.abstract | У дисертації здійснено комплексне дослідження теоретичних і практичних аспектів функціонування механізмів формування кадрового потенціалу в гуманітарній сфері України. Кадровий потенціал гуманітарної сфери розглядається як складне утворення, що формується з кадрових потенціалів галузей, які входять до гуманітарної сфери (освіти, науки, культури, фізичної культури і спорту, охорони здоров’я, туризму, засобів масової інформації), забезпечують духовно-інтелектуальну складову розвитку суспільства, створення ключових засад гуманізації всього комплексу суспільних відносин. Виявлено основні чинники, які впливають на розвиток процесів формування кадрового потенціалу гуманітарної сфери в сучасній Україні. Обґрунтовано сутнісні риси та складові комплексного механізму формування кадрового потенціалу гуманітарної сфери України, що складається з організаційно-правового, адміністративно-економічного та інформаційно-психологічного механізмів. | en_US |

dc.description.abstractalt1 | This thesis combines research on theoretical and practical aspects of formation of human resources potential in the humanitarian sphere in Ukraine. The main discrepancies of professional and qualifying versus social and cultural subsystems of human resources potential in the humanitarian sphere were defined. They are the following: the need of rational formation of qualified human resources potential in the humanitarian sphere and lack of understanding of this need from the state and society; educational level of the majority of humanitarian sphere personnel and the scale of tasks that they have to do; the necessity of qualitative education for the humanitarian personnel and the level of educational institutions and curricula for professional development. The solution of these problems will define the processes of formation of human resources potential in the humanitarian sphere of Ukraine. The main factors of human resources potential formation in the humanitarian sphere of Ukraine were indicated. Human resources potential in the humanitarian sphere influences the competitive advantage of the state. State personnel policy in the humanitarian sphere stipulates normative, evaluative, adaptive, communicative, forecasting, regulative and innovative managerial functions. Policy subjects can influence the development of human resources potential directly and through the motifs and needs (stimulation), system of values (upbringing, education etc), and social environment (changes in work conditions). Mechanisms of formation of human resources potential in the humanitarian sphere combine economic, legal, organizational and motivational goals, functions, means, principles and methods focused on staffing of main areas of humanitarian sphere. They are considered in the context of the humanitarian sphere peculiarities, such as its direct influence on the innovations and knowledge within the society and mindset preferences focused on establishment of intellectual and spiritual values in the collective conscience and fulfillment of defined development tasks. Composition and features of complex mechanism of formation of human resources potential in the humanitarian sphere of Ukraine were defined. It contains organizational and legal (normative regulations and rules governing functioning of public institutions and bodies), administrative and economical (combination of administrative methods of management and remunerative incentives) and informational and psychological mechanisms (informational technologies, personal interactions in the area if human resources in the humanitarian sphere). Recommendations for improvement of state personnel policy in the humanitarian sphere of Ukraine were stated: guarantees for high quality education, social mobility and competitive advantage on the labor market, social protection of the staff, introduction of the latest approaches to human resources management The key areas of state personnel policy in the humanitarian sphere of Ukraine were defined: finding consensus on the main principles of the policy, definition of priorities and goals, forecasting and planning of the need in personnel, informational support, establishment of the effective system of labor incentives, staff development, including professional support and adaptation, professional development and capacity building, assessment of the results, definition of gaps in human resources area and evaluation of the human resources potential. It is proved that formation and implementation of state personnel policy in humanitarian sphere includes normative, evaluative, adaptive, communicative, forecasting, regulative and innovative managerial functions. | en_US |
