dc.description.abstract | Современный этап развития ведущих стран мира характеризуется переходом к информационному обществу, в рамках которого формируется информационная экономика. В таких условиях особую роль в обеспечении экономического роста и конкурентоспособности страны играют секторы, субъекты которых способны к генерации новых знаний и идей с возможностью их последующего трансфера в реальный сектор национальной экономики. В первую очередь, это сектор высшего образования. Актуальной проблемой модернизации системы высшего образования Украины является недостаточность финансирования, что обусловливает необходимость разработки действенных механизмов диверсификации источников финансирования деятельности университетов и институтов. В условиях становления информационной экономики и повышения спроса предпринимательского сектора на научнотехническую и инновационную продукцию особый научный и практический интерес составляют вопросы активизация процессов коммерциализации результатов научных исследований ученых высших учебных заведений. Это позволит: разработать и имплементировать эффективные механизмы материальной мотивации научных кадров; сократить объемы оттока ученых за границу; обновить материально-техническую базу научных лабораторий и исследовательских центров; сформировать надлежащее кадровое обеспечение отделов коммерциализации при университетах (маркетологи, юристы, бухгалтеры, экономисты, патентные поверенные и т.п.); активизировать подачу заявок в международных патентных ведомств; расширить сотрудничество субъектов в рамках так спирали Qudruple Helix («высшее образование – бизнес – государство – общественный сектор»). | en_US |

dc.description.abstractalt1 | The current stage of the leading countries development is characterized by the transition to an information society and by the formation of information economy. In such conditions the special role in the national economy development is played by the sectors capable of generating new knowledge and ideas with the possibility of their commercialization in industry. First of all – the higher education sector (universities, institutes, academies, research centers). Urgent problem of modernization of the Ukrainian higher education system is the lack of funding. It causes the necessity of development of the effective mechanisms for diversifying the funding sources of the higher education institutions (HEIs). Nowadays is increasing the demand of the innovative enterprises for scientific, technical and innovative products; thus is growing the interest to the theoretical and applied aspects the intensification of the commercialization of HEIs’ research results. The activization of commercialization processes at HEIs would allow: to implement effective motivation mechanisms universities’ scientists; reduce the number of outflow of scientists abroad (“brain drain”); to update the material and technical base of scientific laboratories and research centers; to form the proper staffing of the commercialization offices at universities (marketers, lawyers, accountants, economists, patent attorneys, etc.); to intensify the applications to international patent offices; to expand cooperation of subjects within the Qudruple Helix ("higher education sector - business enterprise sector – government sector – private non-profit sector"). | en_US |
